Income and Medical Assistance in Washington's Legislative Districts for Fiscal Year 1998
This report shows how the people of each legislative district in Washington State used various economic and medical assistance programs administered by the Department of Social and Health Services (DSHS) during Fiscal Year 94 and Fiscal Year 98. The report answers the following questions for each legislative district and the state as a whole:
Sources: Most of the Fiscal Year 98 persons and expenditures are drawn from the Caseload Analysis and Reporting Database (CARD) for the Automated Client Eligibility System (ACES). Exceptions are the Medical Assistance data, which is drawn from Medical Management Information System (MMIS), and the SSI persons and dollars, which are drawn from the State Data Exchange file (SDX). All of the Fiscal Year 94 persons and expenditures were drawn from the Fiscal Year 94 Needs Assessment Database (NADB94), maintained by the DSHS Research and Data Analysis division. Geography: ACES-CARD, MMIS, SDX and NADB do not record legislative districts, but they do record addresses. A Geographic Information System was used to assign addresses to legislative districts. If the address was a Rural Route Number or Post Office Box, the ZIP code was used to assign legislative districts. If a ZIP code covered more than one legislative district, the district was estimated for that client. The estimation process used census block level populations specified by age, race and gender to "assign" a legislative district to a client. Services: The following nine services where included in this report: WorkFirst, Aid to Families with Dependent Children (AFDC), Diversion Cash Assistance (DCA), Consolidated Emergency Assistance Program (CEAP), General Assistance - Unemployable and General Assistance Expedited medical Disability (GA-U and GA-X), General Assistance to Pregnant Women, Refugee Grants, Supplemental Security Income (SSI), Medical Assistance Eligibility.
