Summary: Senate Bill 5763, The Omnibus Treatment of Mental and Substance
Abuse Disorders Act of 2005, provided the Division of Alcohol and Substance
Abuse funds for alcohol or other drug treatment for chemically dependent adults
and substance-abusing youth. Funding for adults on Medicaid and General
Assistance was based on assumed savings in medical and long-term care costs.
Funding for youth in households with incomes below 200 percent of the federal
poverty level assumed no offsetting savings. The 2007 Budget Act provides
ongoing funding for the DASA Treatment Expansion and requires the department to
submit a report relating to patients receiving services through Treatment
Expansion funds and other patients receiving alcohol or other drug treatment
funded by DSHS. This study provides a status report on the programs funded by
these dollars.
