Engrossed Substitute Senate Bill (ESSB) 5551

Beginning July 28, 2013, ESSB 5551 allowed counties to appoint qualified experts to complete in-jail competency evaluations.  Counties pay for the evaluation, and request reimbursement directly from the state.  The legislature appropriated $160,000 for fiscal year 2014 and $80,000 for fiscal year 2015 for implementing 5551.  The State will reimburse counties $800.00 for each eligible evaluation. 

Counties are eligible for reimbursement if the hospitals have not met the performance targets established in RCW 10.77.068(1)(a)(ii) for in-jail competency evaluations in 50 percent of cases referred by any one county, for the most recent quarter.  The most recent quarterly numbers indicate that these counties are eligible for reimbursement.
