Evaluation results of the Request For Qualifications (RFQ) under E2SHB 1290 were announced on January 5, 2006. A letter from Interim MHD Director MaryAnne Lindeblad and a fact sheet on the RFQ process are attached. MHD is now preparing a Request for Proposals (RFP), which is expected to be issued this spring.

Earlier postings on this site include an updated list of received questions and their respective answers as well as two model contracts. All documents were sent to RSNs on Nov. 5, 2005. A Procurement Timeline is outlined in a table posted below this note.

    RSN Procurement: Questions and Answers

    Week of July 11 - 22

    Q: What is the current procedure for RSN procurement, the competitive bid process and proper time and place for proposal requests?

    A: The MHD is following the requirements established in E2SHB 1290 for this procurement. A copy of the law can be viewed here. Only current Regional Support Networks (RSN) can submit a proposal for the Request for Qualifications (RFQ) process. If is it necessary to conduct a Request for Proposal (RFP), it will be released in accordance with the law. Submission of proposals will be open to entities that meet the criteria in the RFP.

    Week of July 4 - 11

    Q: Is the timeline for release of the RFQ any closer to being defined? Is so, what is the timeline for release and RFQ return?
    A: The timeline remains the same as posted on the RSN Procurement web page.

    Q: How will the 2005 EQRO review fit into the RFQ?
    A: The two processes are unrelated.

    Q: Will the MHD be developing a new ORRT?
    A: Not as a part of the RFQ process.

    Q: Where can I find information on the Peer Support Program?
    A: Information on the Peer Support Program can be located on the MHD website .

    Q: If an RSN does not receive the PIHP RFQ, is a provider agency eligible to win the PIHP RFQ? What are the minimum qualifications?
    A: No. Only current RSNs are eligible to respond to the RFQ. The minimum qualifications are being written as part of the RFQ and will be available upon its release.
