Notice of Revoked Certification and to Cease and Desist Hope Recovery Services-Kent, Agency Number 17 0418 00

OLYMPIA -- The Department of Social and Health Services has revoked certification for the Hope Recovery Services-Kent to provide Alcohol/Drug Information School, DUI Assessments, Intensive Outpatient, and Outpatient chemical dependency treatment services.

This revocation action was effective May 18, 2006. The clinic is located at 10830 S.E. Kent-Kangley Road, Suite 102, Kent, Washington 98031.

The lack of state certification means that the agency cannot provide alcohol/drug assessments, information school, or treatment for patients convicted of a DUI, under deferred prosecution or under the supervision of the Department of Corrections.

The action has been taken under the authority of the Revised Code of Washington (RCW) 70.96A.090 and Washington Administrative Code (WAC) 388-805, Sections 065(1)(h), 100(1), 100(2)(a-c), 130(1), 130(3)(a)(ii-v), and 130(b)(c).

Background:

The reason for the revocation action was the agency's inability to bring its program into compliance with Washington Administrative Code (WAC) 388-805, despite many technical assistance surveys and follow-up visits by the Division of Alcohol and Substance Abuse (DASA) since September 1999.

Recent complaint investigations determined the agency owner/administrator/director had allowed a non-credentialed staff member to conduct counseling services.

Hope Recovery Services' right to contest the revocation action has passed. The clinic did not file an administrative appeal with the Seattle Office of Administrative Hearings within the allowed time.

Hope Recovery Services-Kent provided private outpatient chemical dependency treatment services in south King County to adult patients. Many of those patients are bilingual and monolingual Hispanic patients. Hope Recovery Services-Kent is a private, for-profit corporation.

DASA is notifying Alcohol and Drug County Coordinators, District and Municipal Court Judges, Court Probation Offices, the Department of Licensing, and the Department of Corrections of the revocation.
