Definitions and acronyms. Types of Medical institutions and Alternate Living Facilities

Definitions and acronyms used in the institutional standards and PNA chart.

 SSI  Supplemental Security Income
 FBR  Federal Benefit Rate.  The SSI cash payment standard
 MNIL  Medically Needy Income Level
 FPL  Federal Poverty Level
 CNIL  Categorically Needy Income Level
 HCS  Home & Community Service Division
 DDD  Division of Developmental Disabilities
 PNA  Personal Needs Allowance
 CS  Community Spouse (a spouse of an institutionalized person)
 IS  Institutional Spouse (a spouse who is considered  institutionalized
 VA  Veterans Administration
 NF, RHC, IMR, IMD  Medical Institutions.   See explanation below
 ALF, AFH, EARC, ARC, AL, DDD GH  Alternate Living facilities also called Residential settings.  See explanation below
 GA-U, GA-X, GA-D, GA-A  General Assistance a state funded cash program with either state funded medical (GA-U) or CN-P Medicaid attached
 CN-P  Categorically Needy Medicaid Program
 MPC  Medicaid Personal Care
 MN-P  Medically Needy Medicaid Program

Medical Institutions:  Medical institutions are licensed to provide medical care, including nursing care.

Medical Institutions are Nursing Homes (NF), Hospitals, Hospice Care Centers, State Veteran Nursing Homes, Intermediate Care Facilities for the Mentally Retarded (ICF/MR), Residential Habilitation Centers (RHC) and Institutions for the Medically Diseased (IMD). 

Alternate Living Facilities (ALF) is a term used for residential facilities in the community.  These are not medical facilities.  DDD and HCS authorize services under MPC or a DDD or HCS Waiver program in these facilities.  These facilities are either licensed as Adult Family Homes (AFH) or boarding homes.  A licensed boarding home  can be called an assisted living (AL), Enhanced Adult Residential Center (EARC), Adult Residential Center (ARC) or DDD Group Home (DDD GH). 

Personal needs allowance standards can vary depending on the type of facility, type of service and if someone is receiving a state funded cash assistance grant. 

Federal formulas are used in most long-term standards with the exception of  PNA in medical institutions and ALFs.  PNA standards in these facilities is set by legislative funding.
