Missing verification - living arrangement

When verification of living arrangement is mandatory and is not provided ACES does not automatically close or deny the AU.

The benefit amount is calculated based on the standard amount without allowing a shelter expense in the calculation.

If an AU must be closed because the mandatory verification item was not provided the user must close the case manually.
