Policy states that when a Basic Food application is not approved until after the 30th day from date of application, a decision must be made to determine if the delay is the fault of the household or the department. This decision determines the benefit begin date. See WAC 388-406-0040.
Because ACES uses the application date entered during screening as the eligibility establish date for Basic Food cases, cases not approved until after the 30th day from date of application, must be processed differently.
Based on policy, determine what the benefit begin date should be. If the begin date for the pending Basic Food AU is not correct, deny the AU.
If the correct begin date is later than the original application date the denied assistance unit can be reopened.
Use the date the AU is eligible to begin receiving benefits as the application date on the (INCH) during screening. See Reopen.
If for some reason the correct begin date is prior to the original application date a new AU must be screened.
