Purpose:

(TICS) - Time Clock (TRAN) - Transfer of Resources
(TPL1) - Third Party Liability 1

(TICS) - Time Clock Screen

(TICS) screen tracks the number of months an applicant / recipient has received TANF / SFA in state and out of state.  ACES users will gather out-of-state data and record those months in ACES which will be added to the overall count.  An alert 237 will be generated in the 59th month to notify the worker to determine if the client is eligible for an extension.


The (TICS
) screen:

  • Is in the normal screen flow only during the interview option and Eligibility Review.

  • May be called up at any time for anyone in the AU.

  • Is an client level screen.

  • Displays exemption reasons if a month is not counted.

  • Will not increment if an underpayment BEG is ignored, or if the supervisor disapproves the issuance on the (ISAP).  See Supervisory Activities - Supervisory Approval of Issuances

Manually enter months of TANF on (TICS) only when an adult client received countable months of TANF in another state since August 1, 1997.


(TPL1) – Third Party Liability 1 Screen

The (TPL1) screen is used to record information about a client’s third party medical insurance.
  • The (TPL1) can only be accessed by pressing <F22 - TPL> from the (DEM2).

  • It cannot be called and will not appear in the regular screen flow even if there is data on the screen.

  • The(TPL1) can be accessed for inquiry only from the (OMEN) but cannot be updated from here.

  • Data entered on the (TPL1) is sent to MMIS who verifies the data you enter and then sends the verified information back to ACES and updates (TPL1) if needed. The user cannot make changes to MMIS verified data.

  • If the user receives additional information about MMIS verified data, contact the Third Party Liability unit at MAA (1-800-562-6136).

(TPL1) Function Keys

When the user presses This happens:
F16 - carr Enter in Carrier Code or Name and press <F16> to display the _??_
F24 - del Enter [Y] in the DEL field and press <F24> to delete TPL information.

What is the TRAN screen?

 

·         The TRAN screen is a client level screened used to record data about resource transfers  made by a client. 

 

·         For cash, basic food, and long term care services, a client may not be eligible to receive benefits if a resource is transferred without the client receiving fair market value for the asset at the time of the transfer.  For more information see EAZ Manual Transfer of Property for Cash and Basic Food.

How are the fields on TRAN completed?

 

·         Please refer to the <F1> help for the appropriate valid values to complete each of the following fields:

 

1.      Transfer Date:  Enter the date the resource was transferred.

 

2.      Discovery Date:  Enter the date the Department learned about the resource transfer.

 

3.      Resource Type:  Enter the type of resource that was transferred.

 

4.      Reason and V:  Enter the value that indicates whether or not the client transferred the resource in order to qualify for assistance and how this was verified. 

 

5.      Transfer Type:  Enter the value that indicates whether or not the transfer was made to a trust.  

 

6.      Undue Hardship Reason:  Enter the code to identify if the client has verified an undue hardship would exist if benefits or services are denied or terminated as a result of the transfer.   

 

7.      FMV and V:  Enter the amount the resource could be sold for on the open market in the geographical area involved at the time, or the amount the client actually received as a result of bona fide efforts to gain the highest possible price, and how this was verified.  

 

8.      Encumbrance Amount and V:  Enter the total amount of all legal claims against the resource the client would have to pay off in order to convert the resource to cash and how this was verified. 

 

9.      Amt Rec’d and V:  Enter the amount of funds received for the transferred resource and how it was verified.

 

10. Uncompensated value:  ACES populates this field with the result of the Fair Market Value (FMV) minus Exempt amount, minus encumbrance amount, minus amount received.  This is a protected field.

 

The following fields are applicable only to LTC AUs:

 

11. LTC Ready to Process:  use this field to indicate whether enough information has been received to calculate the penalty period for the transfer. 

NOTE:

This field must be [Y] in order to finalize a pending LTC AU.

12. Date otherwise Eligible/Date Ready to Process: 

 

o       For applicants, enter the date the client would have otherwise been eligible for LTC services, if it were not for the transfer.

 

o       For recipients, ACES will auto-populate this field with the date the Ready to Process indicator is updated to [Y].  This date can be changed to an earlier date if there is a reason, based on policy, to set the penalty begin date to an earlier date.

 

13. Exempt Amount:   If there is a need to reduce the uncompensated amount used to determine the penalty period, enter the amount of the reduction in this field.  When an amount is entered, a verification code must also be entered.

 

14. Exempt Amount Verification:  Enter the code that indicates the reason for the exemption.

 

15. Transfer Process Type:  ACES populates this field to indicate whether rules for applicants [A] or rules for recipients [R] were used when calculating the penalty period for the transfer.
