Subject: Mental Health Services

Capacity and Demand Study for Inpatient Psychiatric Hospital and Community
Requires the department of social and health services, in consultation with the appropriate committees of the legislature, shall assess the current and needed residential capacity for crisis response and ongoing treatment services for persons in need of treatment for mental disorders and chemical dependency. In addition to considering the demand for persons with either a mental disorder or chemical dependency, the assessment shall consider the demand for services for mentally ill offenders, and persons with co-occurring disorders, mental disorders caused by traumatic brain injury or dementia, and drug induced psychosis.

Expanding Community Services
Requires the department to report to the appropriate committees of the legislature on its plans for and progress toward achieving the objectives set forth in (c) of this subsection.
(c) Requires the department to see to reduce the census of the two state psychiatric hospitals by 120 beds by April 2003 by arranging and providing community residential, mental health, and other support services for long-term state hospital patients.

Federal Medicaid Funds for Mental Health and Substance Abuse Treatment for Children

Forensic Competency Evaluation and Restoration - Strategies to Minimize Waiting Periods
Requires the department to report to the legislature with an analysis of several alternative strategies for addressing increases in forensic population and minimizing waiting periods for competency evaluation and restoration. The report shall discuss, at a minimum, the costs and advantages of, and barriers to co-locating professional persons in jails, performing restoration treatment in less restrictive alternatives than the state hospitals, and the use of regional jail facilities to accomplish competency evaluation and restoration.

Mental Health System Administrative Reduction Study

Protocols: County Designated Mental Health Professionals
An update of the state-wide protocols for professional persons and county designated mental health professionals in administration of chapter 71.05.214 and 10.77 RCW. These protocols provide uniform development and application of criteria in evaluation and commitment recommendations, of persons who have, or are alleged to have mental disorders and are subject to chapter 71.05 RCW.

RSN Administration of a Portion of Funds Appropriated to State Psychiatric Hospitals
Requires the department to submit a report to the appropriate committees of the senate and house of representatives on the efforts to implement this Section 17 by October 1, 2002. Sec. 17: Prohibits the department from determining the roles and responsibilities of county authorities as to each other under regional support networks by rule, except to assure that all duties required of regional support networks are assigned and that counties and the regional support network do not duplicate functions and that a single authority has final responsibility for all available resources and performance under the regional support network's contract with the secretary.

Status of Implementation of the August 2002 JLARC Recommendation Regarding Children's Mental Health
Requires the department to provide a report to the appropriate committees of the legislature in 2002 JLARC produced a study of the public mental health system for children and the recommendation for improvements to services and system performance, including the need for performance and client outcome measures. The report provides preliminary details of tasks and activities undertaken by the department, with the assistance of OSPI to implement the statutory of RCW 71.35.040 to implement four of the JLARC Children's Mental Health Study recommendations

Workplace Safety in State Hospitals
Chapter 72.23 RCW requires each state hospital to develop a plan to reasonably prevent and protect their employees from violence at those hospitals and directs the Department of Social and Health Services (DSHS) to provide an annual report to the legislature on efforts to reduce violence in the hospitals.

System Transformation Initiative

Requires the department to provide an update to the legislature on the following four areas of planning and studies:

- Preparation of a plan for the expansion of houseing options for people with persistent mental health illness
- The development of a utilization management system to assure people receive appropriate levels and durations of inpatiient care
- A review of the state's involuntary commitment statue
- A study of alternative approaches to establishing Medicaid managed care rates with particular emphaisis on approaches that emphasize defined benefits levels and risk adjustment.
