Care and Medicaid Payments for Licensed Boarding Homes
Requires the department to report about the development of the CARE assessment process and case mix system for determining client care needs and establishing payment rates that reflect a client's care needs. Also, the Legislature mandated that the report include actual costs of providing care and services in licensed boarding homes and a comparison of the actual costs with the department's Medicaid payment rates.

Homecare Health Options

Requires the department to report in consultation with the home care quality authority and the health care authority shall examine how the state determines the appropriate level of health care costs when establishing state contribution rates for all agency and individual home care workers caring for state subsidized clients. The department shall recommend options as to how equivalent benefits can be purchased on behalf of home care workers in a more cost effective manner to the office of financial management and the appropriate fiscal committees of the legislature by October 1, 2006.

Third Party Health Care Coverage

Wage Increase in Direct Care & Effect on Low-wage Workers in Adult Family Homes and Boarding Homes
Requires the department, for fiscal year 2002, to add forty-five cents per patient day to the direct care rate which would otherwise be paid to each nursing facility in accordance with chapter 74.46 RCW. Requires the department, for fiscal year 2003, to increase the median price per case-mix unit for each of the applicable peer groups by six-tenths of one percent in order to distribute the available funds. Requires the department, in consultation with the statewide associations representing nursing facilities, to establish a mechanism for testing the extent to which funds have been used for this purpose. Requires the department to report the results to the fiscal committees of the legislature by February 1, 2002.

DDD Residential Habilitation Centers
During the 2002 legislation session, the Legislature directed JLARC to conduct a review of the five Residential Habilitation Centers (RHCs) serving individuals with developmental disabilities, operated by the department. The purpose of the review was to investigate the possible alternative uses of the land and facilities currently used by RHCs.

Developing the Assessment Process for Developmental Disabilities
Recommendation 1 appropriately recognizes assessment as one of the major elements of a comprehensive case management information system. It recognizes that the business requirements of Recommendation 1 and 2 cannot be developed in isolation from each other. In addition, this response addresses issues that were raised by JLARC in this and other audits and concerns expressed in the Sterling Report commissioned by DSHS to review DDD practices and in the Centers for Medical and Medicaid Services Review of July 2002

Impact of the Creation of the Aging Disability Service Administration

This report addresses detailed reports on the impacts of the recent reorganization of DSHS bringing DDD into the Aging and Disability Services Administration. And how this reorganization will impact the provision of services to the developmentally disabled, renewal of federal "waivers," as well as detail new organization reporting
structures, including field operations.

Impact of the Creation of the Aging Disability Service Administration -First Follow-up Report

The report's first section discusses how the reorganization reflects the new organizations structure. Much of this information was included in the September 2003 report so this follow-up provides more detail about the process of identifying necessary organization changes. The second and third sections discuss how the reorganization will impact the provision of services to persons with DD and the pending renewal of federal waivers. The fourth section discusses how the reorganization is reflected in the performance and outcome measured for which DDD will be responsible.

Impact of the Creation of the Aging Disability Service Administration -Second Follow-up Report

This is the final follow-up report. The first two reports to the JLARC provided detail about specific topics requested by the JLARC recommendation. This report will not repeat that detail. The reorganization itself is largely complete. Work that took place to assess the organizational structure, ensure stakeholder involvement, and complete organizational consolidation has been discussed in earlier reports. This report will summarize the accomplishments of the new organization in its first 21 months -from September 2002 to June 2004 and discuss work that remains to be done to continue to move the new organization forward.
