C Services:
Overview
As parents you are the
most important people in your child's life. Children grow and change rapidly
during their first three years. Think of your child and how he or she is
growing. You know your child best. Notice things like how and when your child
smiles, sits up, walks, talks, or holds a cup. What you are seeing is how
your child is growing through the different developmental stages. When a
child has a delay in development, services are available throughout the
state. The Washington State Infant Toddler Early Intervention Program
coordinates a statewide effort to help families get these services.
When you learn your
child has delays, you may have lots of feelings. You may feel scared, you may
not believe what has been said, or you may even feel anger. These are not
unusual feelings and you are not alone. Other parents have these experiences
or feelings as well. There are statewide programs that can help you connect
with other parents who have also had these feelings or concerns. You can call
the parent support numbers at the end for more information and help.
The ITEIP Program
No single agency is
solely responsible for the early intervention services provided in Washington State. The following list defines
which agencies provide each required and other related services as defined by
the early intervention section of IDEA. Each agency's roles are defined as
either provider/payor of the service, coordination of the service, or not a
service provider within current eligibility.

(1) Other Early
Intervention Services includes assistive technology, audiology, nursing,
nutrition, occupational therapy, physical therapy, orientation and mobility,
psychological, social work, speech/language therapy, and vision. Agencies may
provide or pay for some or all of the above specialized services within
current eligibility.
(2) Family Training and
Counseling means services provided by social workers, psychologists, and
other qualified personnel to assist families in understanding their child's
needs and enhancing their child's development.
(3) Consultation to
Agencies means training and technical assistance to public or private
agencies and program staff. It focuses on enhancing the capacity of personnel
and programs to serve infants and toddlers with disabilities.
(4) DSHS DDD is Part C
programmatic home. The Infant Toddler Early Intervention Program is payor of
last resort for services listed.
