The Working Connections Child Care (WCCC) Manual is designed for and used by Economic Services Administration staff.  The manual provides administrative rules and procedures for staff to determine initial and ongoing eligibility for families applying for and receiving Working Connections Child Care assistance in Washington State.  To learn more about child care and early learning review the Department of Early Learning web site.

Collective Bargaining Agreement (CBA)
The State and SEIU entered into a bargaining agreement referred to in the manual as "CBA". Each change, such as to Clarifying Information or Worker Responsibility, made as a result of the CBA will be highlighted in BLUE. SEIU represents Licensed Family Homes and In-Home/Relative providers.
