G.  Special requirements child care

Clarifying Information

  1. We authorize more than the basic child care subsidy daily rate or units when:

    1. A consumer needs more than:

      1. Ten hours per day (220 hours per month) or 22 full-days with a licensed / certified care provider and the provider charges extra for this care; or 230 hours of in-home / relative care.

      2. The consumer needs more than one provider for the same child and the total units or hours needed exceed 22 full-days (licensed) or 230 hours (in-home / relative).

    2. Child care (for TANF parents only) is not available in a particular community at the State rate (the parent must provide verification of this and you must document that in the case record).

EXAMPLE 1

Colleen works full-time, has one child and uses an in-home / relative provider. Including travel time, Colleen needs child care 12 hours per day, five days per week.

Within the WCAP, when you complete the SSPS authorization and enter the "hours per day" and "days per week" fields, the system automatically computes the number of hours of care the child needs for the month.

NOTE: See the SSPS section of this manual to see how SSPS calculates hours for in-home / relative care.

EXAMPLE 2

TANF case: Michael has an infant and needs half-time care. The Local CCR&R agency helped him find child care. Infant care is hard to find in Michael's area and there is currently only one slot available. The provider does not normally fill her limited infant slots with those needing part-time care. The provider is willing to care for the infant, but her usual and customary rate is $100 more per month than the State maximum rate for half-day care. Approve care at the provider's requested rate because the consumer showed no other provider is available to care for the infant and this is a TANF case.

  1. You can authorize Special Requirements child care for payment:

    1. After you have obtained supervisory approval for any rates or units in excess of the State maximum (supervisory approval must be documented in the case notes), and

    2. By entering the number nine (9) before the appropriate SSPS service code.

EXAMPLE 1

In Example 1 above, Colleen needed 264 hours per month. To authorize this care correctly, establish one (1) service line on the authorization with a nine (9) before the appropriate service code. For example:

EXAMPLE 2

Jerry uses licensed full-time care for his pre-school child. You've authorized 22 units for this care. Jerry frequently works overtime on the week-ends and uses a relative for this care. To authorize this care correctly, establish two authorizations with a 9 before the 'above maximum' service code. For example:

1st Provider 2950 $19.45/DA 22 $427.90
2nd Provider 92985 $2.10/HR 50 $105.00

EXAMPLE 3

Susan uses licensed care and requires 14 hours of care per day, 3 days per week. The provider charges extra for care over 10 hours per day. To authorize this care correctly, establish two lines of service with a 9 before the appropriate service code.

Compute 'regular' hours care:

14 hours per day X 3 days per week = 210 hours per month (as computed by the SSPS calculator)

Susan needs 22 full-days and 13 half-days. The State maximum rate is $20 per day for full day care and $10 per day for half-day care. Compare the State rate to the provider's rate for this type of care and authorize whichever is lower. The provider's total daily rate for this slot is $25 ($19 for full-day + $6 for half-day to cover care over 10 hours). The State rate is $30 ($20 + $10). You authorize both full-and half-days at the provider's rates.
