Lynnae Ruttledge of Olympia has received an ex-offico appointment to the State Independent Living Council (SILC) effective January 18, 2007, ending September 30, 2009. Ms. Ruttledge is the Director for the DSHS Division of Vocational Rehabilitation. She is the Chair for the National Advisory Committee for Mobility International USA and a member of the Washington Workforce Training and Education Coordinating Board.

The SILC develops the State Plan for Independent Living jointly with DSHS Division of Vocational Rehabilitation and the Department of Services for the Blind. The SILC also monitors, reviews and evaluates the implementation of the State Plan.

November 2007 - RSA 2007 107 Monitoring Report
Beginning in the fall of 2006 and ending in the summer of 2007, the federal Rehabilitation Services Administration (RSA) conducted a performance review of the DSHS Division of Vocational Rehabilitation (DVR) and the Department of Services for the Blind (DSB) under Section 107 of the Rehabilitation Act. During this time, RSA gathered and reviewed information regarding each program's performance; invited stakeholders to provide input into the review process; conducted on-site visits and met with DVR/DSB staff, SRC members, SILC members, and stakeholders. RSA worked with DSB, DVR and stakeholders to develop strategies to address performance and compliance issues, as well as technical assistance to be provided by RSA. The report documents the findings of the performance review and actions DVR/DSB will take to improve.
