Guardians of dependent children and kinship families are welcome to attend all classes provided statewide by the Resource Family Institute, free of charge, whether or not you are licensed.

Michelle Cutlip
I am absolutely thrilled to be in this position working with foster parents. I have worked in child welfare for the past 12 years. My career began down in the beautiful rolling hills of the Palouse, working for Juvenile Court, after receiving a BS in Psychology from Washington State University (go Cougs!). Kathy Dodson
I am excited and happy to be with the Resource Family Training Institute. I am a mom, grandma, prior foster and adoptive parent, and have been a relative care provider. I have worked as a social worker in the Tri-Cities DCFS office for 20 years. I began my career with Children's Administration as an after-hours worker and have worked in CPS intake and investigation, CWS, FRS and in special projects. Linda Falcocchio
Linda Falcocchio earned a Master of Social Work degree from the University of Washington, Tacoma, and her Bachelor of Arts in Sociology from Humboldt State University, in California. As President of the Social Work Student Organization at University of Washington, she worked with the community and Interactive Technologies for foster parent training on the web. Special topic trainings included national speakers on kinship care and independent living skills and suicide prevention. More about Linda Falcocchio

Arthur Fernandez
Arthur Fernandez has worked in the Human Services field for fifteen years. He earned his Bachelors Degree in Social Work from Boise State University and was Certified Internationally as a Chemical Dependency Counselor. Carolyn Jones
Carolyn Jones earned a Bachelor's Degree in Sociology from Long Island University in New York and a Master’s Degree in Social Work from Eastern Washington University. She is certified by the Academy of Certified Social Workers for self-regulated practice. More about Carolyn Jones

Nancy Leigh
I am the mother of three sons and grandmother of four. I attended Evergreen State College, then received my B.A. in Psychology from Carroll College. I have begun my masters and have completed Antioch University’s Foster/Adoption Therapy Program. More about Nancy Leigh

Yolonda Marzest
Yolonda Marzest is a Region IV Program Manger and Resource Family Trainer. She began her career with Children's Administration in 1989 and has held a variety of positions, ranging from Administrative Secretary to CPS/CWS and Indian Child Welfare Worker. More about Yolonda Marzest

Shelly Myers
I have worked with the Department of Social and Health Services/Children’s Administration since 1979, when I started my college internship in Child Protective Services.
Somehow, what was meant to be a 2 month work experience turned into a 23 year career!

Cora Phillips
I was born and raised in Cleveland, Ohio. I attended Nyack College in Nyack, New York and majored in sociology and psychology. I went to the University of Washington for my MSW. My husband, Pastor Joseph Phillips and I have four biological children and one heart daughter that we will be adopting next year on her 21st birthday.

Sheri Rego
I have worked within the Child Welfare field for nearly 25 years; the first several as an Investigative Social Worker, and since 1990 as a Program Manager/Consultant and Trainer within the Resource Family Training Institute of Washington State. I am one of 2 RFTI trainers in Region 3; my territory includes the 4 most northwest counties in the state (Whatcom, Skagit, Island and San Juan).

Joan Sager
I'm excited to join the Resource Family Training Institute in Region 3 where I will be training in Snohomish County. Prior to this position I had the privilege to work with children and families in a variety of settings and geographical locations. From the beginning, children and their families have been at the heart of my career, which started as a pre-school teacher in Los Angeles, and was quickly encompassed within the social service field.

Hildegard Sofia Stone
As long as I can remember, my life's interests have included children, teaching, gardening and books. In 1979 a friend needed respite care “just for the weekend” for her 3 foster children. They came with beds and a licensor. I got licensed. In the three years to follow, I shared my home and love of gardening with the over 100 foster children that came to us.

Bill Todd
Hello! My name is Bill Todd, and I am one of two trainers in NW Washington. My area of responsibility includes Jefferson, Clallam and Grays Harbor Counties.
I have worked within the Social Service field for seven years. I started with Children's Administration as a CPS worker, and then moved to CWS (Child Welfare Service), and even did a short stint as a Family Reconciliation worker. My longest SW service work has been as a foster home Licensor for 3 1/2 years in Shelton and in Aberdeen, where I personally licensed over 100 homes.

Jan Hinkle-Rodriguez
I first became intrigued with the foster care system when, as a practicing attorney in California, I began representing children in Dependency Court. Through this pro bono work, I realized the need children had for caring and qualified foster parents as well as the need for commitment and intervention from the various professional fields.
