Beginning the week of November 3, 2003, the onsite portion of the review began. Three teams simultaneously conducted the reviews at King County, Clark County and Grant/Adams County. The review teams studied case files and conducted interviews with family members, caseworkers and service providers. Additionally, court representatives, Tribes, partners, private agencies and stakeholders involved in the child welfare system were interviewed to gather information regarding their perspective of the overall health of the Washington welfare system.
