Medicaid Personal Care (DDD)

What does this program cover: Medicaid Personal Care (MPC) provides assistance with personal care tasks to Medicaid eligible persons with a functional disability. This service is provided in the person's own home by an individual or home care agency provider, or in a licensed adult family home or boarding home.

Who is eligible: DDD eligibility requires that a person meet all of the following conditions as defined in WAC 388-823:

A developmental disability is defined in RCW 71A.10.020(3) and must meet all of the following requirements. The developmental disability must currently:
  1. Be attributable to mental retardation, cerebral palsy, epilepsy, autism, or another neurological or other condition found by DDD to be closely related to mental retardation or requiring treatment similar to that required for individuals with mental retardation;
  2. Originate prior to age eighteen;
  3. Be expected to continue indefinitely; and
  4. Result in substantial limitations to an individual's adaptive functioning.
DDD eligibility may be time limited and subject to review. DDD eligibility is not based on income or Medicaid eligibility. Note: not all persons eligible for DDD services are eligible for Medicaid.

Contact your nearest DDD office for an intake appointment. The case manager will assist you in obtaining documentation needed to determine whether you are eligible for services from DDD.

Income and Resource Limits: The person must qualify for Medicaid under the Categorically Needy program.

Program Requirements: MPC eligibility requires that a person meet both functional and financial eligibility:
  • Categorically Needy Medicaid eligibility; and
  • An assessment by the department that shows there is an unmet need for assistance with personal care tasks because of a functional disability.
Services and rates are limited by program rules. These rules are defined in WAC 388-106.
