| Description: | This is the Chief Financial Officer management position at Western State Hospital responsible to:
Develop, implement and monitor WSH’s operating budget, accounting, contracts, financial analysis, payroll, local funds, Commissary, Central Supply, Maintenance Supply, Inventory Control Warehouses, Patient Financial Services, and cash control functions. Supervise supervisors and staff in these areas. This position deals with all issues that arise during budget development, enactment, and implementation. This position is responsible for development and implementation of the financial analysis necessary to understand and explain expenditure trends and changes, the policy behind such changes and ways to control expenditures. This position develops and implements financial policy for WSH programs in accordance with federal regulations, state’s budget and accounting act, laws governing MHD and broad policy as set by DSHS, HRSA and MHD executive management. This position is a key member of the Hospital Executive Team responsible to inform management on sound fiscal practices and fiscal impacts programmatic decisions may have upon WSH’s budget. This position effectively communicates with Accountability Center Directors in order to understand programmatic requirements and convey fiscal information.
