Description:

POSITION RESPONSIBILITIES:

Provide critical statewide leadership, strategic planning and management for Family Voluntary Services program.

Policy development and review related to all aspects of Family Voluntary Services including voluntary service agreements and voluntary placement agreements. 

Coordinate policy development, program planning and implementation in programs managed with CA staff, other state and national offices and departments, key constituent groups, and providers of contracted services.

Participate as the department's Family Voluntary Services representative on statewide, intra- and inter-departmental assigned policy and practice initiatives.

Evaluate state services for compliance with relevant federal and state statutes.

Provide statewide leadership for consistent, statewide implementation of services in the program areas managed.

Provide Voluntary Services training for CA staff and community stakeholders in coordination with the Office of Training and Development.

Provide policy interpretation and technical assistance for assigned program.

Manage statewide policy development for assigned programs; propose legislative changes where appropriate; draft Washington Administrative Code (WAC) provisions and complete manual revisions as necessary.

Develop and implement tools and ongoing processes for programs managed to respond to CA field need and evaluate and monitor assigned contractor's program and fiscal performance.

Prepare reports, briefing papers, and other documents in response to legislative and stakeholders' interest and requirements for assigned program areas.

Analyze and evaluate proposed legislation and possible impacts practice standards in the assigned program areas.

Identify and coordinate program activities with key constituent groups, contractors, and other governmental agencies on shared responsibilities and policy and program proposals related to assigned program areas.

Establish program funding priorities and procedures and distribute state and federal funds, as appropriate, in areas managed.

Review and approve contractor/vendor payments and conduct contract fiscal monitoring and program review in assigned areas.

Manage the disbursement of state and federal grant funds in compliance with state and federal law and regulations and provide technical expertise and guidance on projects in the program area.

Direct preparation, planning, evaluation, and provide consultation for proposals designed to meet the needs and objectives of CA for assigned areas.

Identify quality assurance issues, for programs managed, through consultation with administrative and research managers and other appropriate staff concerning planning and evaluation techniques and program design.

Apply CA practice, management principles and skills, and understand the diverse organizational culture within the Administration.
