Description:

This position reports to the Finance Office Chief of the Division of Finance and Rates Development and is the Manager of the Budget/Decision Support Unit.  With a staff of 5 WMS positions, this position manages the budgetary processes for the Medical Assistance Program within the Health and Recovery Services Administration.  The Budget Manager plans, organizes, directs and supervises multiple budgetary and financial processes to ensure proper management of resources. This position works collaboratively with program managers, management and stakeholders providing expertise on complex budgetary and financial issues.
Develop, implement and monitor the program budget for MA.  Coordinate with program managers for the preparation of budget requests, bill analysis and fiscal notes.  Work with program managers in the development and submission of decision packages.

Develop allotments for MA.

Identify program changes requiring budgetary authority or change, analyze financial data and research budgetary issues.

Actively participates in MA program and policy decisions by evaluating and making recommendations regarding fiscal aspects of program changes, enhancments and reductions.

Monitor the program activity and trends within MA.  Coordinate the production of monthly status reports, monitoring tools and processes for tracking program trends and activity.  Works closely with other areas within the administration to coordinate, research and understand financial and budgetary impacts of programmatic issues.

Coordinate with other DSHS programs on issues with cross program impact.  Provide technical expertise and coordinate with other DSHS programs and other agencies on Medicaid activities.

Provides technical expertise and is an active participant on committees and workgroups as directed.

Ensure appropriate and optimum use of the organization’s resources and enhance the effectivenss of employees through timely appraisal and professional development opportunities.  Support effective communications throughout the organization.  Maintain the highest standards of personal/professional and ethical conduct and support the State’s goals for a diverse workforce.
